Is UCR the same as a BOC-3?
No, and mixing them up is the most common mistake we see. Here is the difference in one page.

They are not the same and one does not cover the other. People mix them up constantly, usually because both come up in the same conversation about getting authority.
A UCR is an annual registration
You owe it every year, the participating states collect it, and what you pay depends on the size of your fleet. Miss it and you are exposed to enforcement at the roadside.
A BOC-3 is a one-off designation
It names somebody in every state who can accept legal papers for you, it is filed with the FMCSA, and it costs a flat fee. You need it to be granted operating authority in the first place, and once it is on file it stays there unless you change agents.
Filing one does nothing at all about the other. A lapsed UCR does not disturb a BOC-3, and a BOC-3 on file does not register you for anything.
Start with your USDOT number and we’ll fill in the rest from the federal register.
