BOC-3, in plain English

Somebody in every state who can accept legal papers for you. That is the whole of it — and you cannot name yourself.

Checked over on

It is a form that names somebody in every state who can be handed legal papers on your behalf. That is genuinely all it is.

Why anyone cares

If somebody wants to sue an interstate carrier, they need a way to serve the paperwork without chasing them across the country. The designation gives every state an address that works. No designation, no operating authority.

Why you cannot do it yourself

The filing has to come from a process agent or a blanket company, not from the carrier being covered. That single rule is the reason a service exists for what is otherwise one form.

One filing, no renewal, no annual fee. It stays on file until you change agents.

While you’re here

Do I owe UCR? — Almost certainly yes if you cross a state line — and quite possibly yes even if you own no trucks at all.

What UCR costs — The price steps with your fleet, in six jumps. Here is where the money goes and how much of it is ours.

How many trucks do I count? — Two ways to answer, and they can give different numbers. Which one to use, and what a power unit actually is.
